The US Postal Board of Governors approved the USPS Postal Rates for sending USPS Certified Mail. The cost to send a USPS Certified Mail letter with Return Receipt (green card) is $5.54.  Certified Mail rate increases announced by USPS included First Class Mail, Parcel Post, Media Mail, and special service Certified Mail.

Three costs make up the $5.54 USPS Certified Mail rates:

1.  First-Class Postage $0.44 (this is a letter size envelope, up to 1 oz in weight)
2.  Certified Mail Fee $2.80
3.  Return Receipt (Green Card) $2.30

You can save money by using the Electronic Return Receipt – ERR that is included with each Certified Mail Envelope.  This automation includes a USPS mail manifest form PS-3800 to provide legal proof of mailing, in-route delivery tracking plus the final USPS delivery confirmation – Electronic Return Receipt provided in a PDF file format.  Today many mailers use ERR  to replace the old-fashioned green card return receipt. 

Certified Mail Envelopes includes both Proof of Mailing and Proof of Delivery using Electronic Return Receipt authored by the United States Postal Service (USPS). 

Certified Mail Envelopes are approved by USPS and provide free web access to address and print your address bar code information,  Electronic Return Receipt – ERR  is included with each mailing, ‘in-route’ tracking plus final delivery confirmation from USPS.  You can even request a PDF of the Return Receipt Signature if needed. You may track each letter ‘in-route’ to insure delivery. No labels or stickers are used in this automation process. Just  log into the web site to address then print an address sheet with tracking bar codes.  Slide the address sheet into the window envelope that has been USPS approved for  Certified Mail Envelope with your letters, apply postage and drop the envelope into the USPS mail stream.  It’s that fast and easy.

Certified Mail Restricted Delivery service $4.50

Mailers may use Forever Stamps to help ease the transition during price changes. Forever Stamps do not have a denomination and will be honored for First Class Mail whenever they are used for a one-ounce letter mailing.

USPS Certified Mail Return Receipt Requested service can be purchased before or after your mailing. The old-fashioned Green Card Return Receipt now cost $2.30.

Signature After Mailing
Return Receipt Electronic Signature After Mailing cost $4.60 and can be purchased after mailing. The PDF report is a scanned image that displays whom signed or accepted the letter, the date of letter delivery and addressee’s address.

 Signatures – USPS Certified Mail Return Receipt Requested

USPS Certified Mail Signature Confirmation are made available in a PDF file from the U.S. Postal Service and may be purchased either before or after you mail your USPS Certified letter.  A copy of the Return Receipt Requested Signature is collected even if you do not pay for the Signature at the time of mailing. The signature is collected and digitally stored by USPS as a part of the United States Postal Service Certified Mail Extra Services Delivery Confirmation system in San Mateo, California. USPS Special Services provides similar services for Express and Priority Mail.

Each Certified Mail Return Receipt Requested Signature is created in PDF file format from USPS and printed on United States Postal Service stationary.  The Signature displays either a signature or stamp from the recieving company including the date and time your USPS Certified Mail was delivered.

USPS sells this Signature Confirmation service in PDF file format. The signature is collected by the letter carrier at the time of letter delivery.  The image is either the recipient’s actual signature or a stamp used to mark the letter delivered.

USPS charges $1.10 for the Signature service if you purchase the service in advance of the mailing.  You can also purchase the Signature service ‘After Mailing’ that costs $4.60.  Even though it costs more, our experience has found most companies only need to provide proof of delivery, and proof of mailing.  The USPS proof of delivery is summarized in the Electronic Return Receipt – ERR that displays the actual Certified Mail article number, date, time, deliver post office and delivery address information.   Should you need a PDF of the Signature, you can purchase it as you need it ‘After the Mailing’.
