USPS Certified Mail provides the sender with a receipt and proof that a letter was delivered or that Certified USPS letter delivery attempt was made. 

Only letters that are sent First-Class Mail  (including Priority Mail) may be mailed as USPS Certified Mail.  A Certified USPS mail letter can be mailed from any drop dox, post office, branch, station, or simply given to a rural carrier.  Certified Mail letters can be addressed and sent only to delivery addresses in the United States. This includes P.O. Boxes, APOs and FPOs for military persons, or through the United Nations Post Office, New York.

Certified Mail tracking and delivery confirmation is available three ways: The first method uses the Internet at www.usps.com.  Telephone is the second way to get your information. Just call 1-800-222-1811.  Finally an electronic file transfer is provided transmits the electronic tracking, delivery confirmation and manifest information.

When you mail a Certified Mail letter it is hand delivered as USPS First Class Mail by the letter carrier.  The letter normally takes 3 to 5 business days for delivery.  When the letter carrier delivers the letter it must be signed for by someone at the delivery address.  If no one is home, a delivery attempt notice is left behind in the mail box with instructions on how to pick up the letter at the local Post Office. USPS will try to deliver the Certified Mail two (2) times prior returning the letter to the sender.
