lt;p>Musician Louis Murphy moved into the Schmidt Artist Lofts on West Seventh Street last year eager to make use of the soundproofed, 24-hour music studios. To his dismay, those studios now close at 10 p.m. because of complaints from upstairs residents about the noise.
